I think that it may possibly scramble the signal from any brain implants the subject may have, but it is doubtful that it would make it impossible for the aliens to find the person. Use of this device may just get the aliens upset at the abductee, rather than stop the abductions, and I have heard reports from abductees who have tried the device that tended to confirm this.
